The members of the Davenport Riverfront Task Force were first appointed by the mayor in the fall of 1984. It was charged to prepare, monitor and support a workable riverfront conceptual development plan; and to bring together different perspectives of the community to offer and discuss various options and to arrive at a consensus for the best uses of the waterfront.

The initial efforts of the Task Force raised $177,000 in the community which led to the preparation of the Davenport Riverfront Conceptual Development Plan by Amphion Environmental, Inc. dated February 15, 1986. After extensive review, the Davenport City Council adopted the objectives and policies of this plan on October 7, 1987 with certain specific revisions.

The Task Force has continued to meet monthly to perform its roles and to apply and adapt the plan to new initiatives and forces affecting the riverfront.
